^^^ Yes, but the people who hate permits are probably the same ones who don't want to be told how to behave in the wilderness. Thus, you probably improve the quality of the visitor to the area. You are also limiting the visitors to the ones who really want to be there. "Yes, I want to see this so badly, I'm willing to get a permit." Thus, there's a sense of fairness to this system as well.

I wonder how/if this will affect people who cycle to the lake from Glenwood Springs? It took me 10 years to finally get to Hanging Lake, and after seeing the parking situation my partner and I decided to give up, rent bikes and come back. Less impact on the trailhead...still the same though on the trail.
